Who Counts as an Applicant Now? Federal Hiring Impact After October 26
Live Date: Tuesday, October 6, 2026
Watch the Replay!
The change most federal contractors haven’t planned for
On October 26, 2026, the only federal definition of a “job applicant” is being rescinded, and nothing is replacing it. For twenty years, the Internet Applicant Rule told federal contractors precisely who counted: who to track, whose data to include in adverse-impact analysis, and which submissions to leave out. When that definition goes away, Section 503’s obligations remain, but the tool that made them manageable does not.
If you run an applicant tracking system with automated ranking, an AI screening tool, or any process that filters candidates before a person reviews them, this is a change worth an hour of your attention. Join JobSync and Disability Solutions’ Julie Sowash for a practical, no-jargon roundtable on what actually changes, who feels it first, and what to do in the window that remains.
What we’ll cover
- What the October 26 rescission changes in plain terms, and how it connects to the CC-305 shutdown that already happened on September 21
- Why the four-prong definition was a shield, not just a compliance burden, and what its basic-qualifications carve-out quietly protected
- What “no federal definition of applicant” means for teams running AI screening and automated ranking
- How to keep Section 503 affirmative action plans on track when the CC-305 data stream has stopped
- The first moves for a contractor with three weeks left, and how to define “applicant” internally before a dispute defines it for you
Who should attend
- Recruitment operations and TA operations leaders at federal contractors
- HR and compliance leaders responsible for affirmative action, adverse-impact analysis, and OFCCP readiness
- TA technology owners running ATS automation, AI screening, or candidate ranking
- People operations leaders unwinding CC-305 workflows
